I don't see how this would fix PvP.
I think the idea is sound, but all you've done is create the ability to practice. Practice is good, but I think FotM builds would explode onto the scene what with people being able to practice on a real relic map/HoH, instead of wrm ups on the island to test a spike.
Even with "custom" rules, when it comes time to do a REAL GvG and your guild/alliance/friends are used to "custom" rules they will fall flat. People that are MAINLY PvE may go for this, but will modt likly fail in real areans. It's a cool idea, but does not meet with the standard game play
Sigils were metioned before, they are a gold sink for guilds, being able to "practice" any map, I think is a good idea, but I think the gold sink needs to stay as well.
100g guest invite is a sinnk aswell, also it sort of forces PvPers to PvE some, it's an attempt to keep people involved in both sides of the game.
1v1 builds would not be viable builds in other PvP arenas, so why bother. Just a couple of Sins or 55's beating on one another with super uber leet PvE solo builds.
So guilds now practice thier HA builds prior to enterning, now they are better, the average HA PUG now gets massivly steam rolled, HA PUGing gets eliminated and more people complain that HA is a stupid place. HOWEVER, the good that could come of this is I could see Guilds sapmming HA "So and So Guild, recruiting HA players for practice squad, earn your way onto core team" So I guess lower ranked people could get into good HA guilds working their way up the prctice squad, as well as doing actull HA with the practice team. But who wants to practice against people who are really bad?
I dunno, there are some good things to the idea I'll say that, but I don't see where PvP improves from this idea for the "non-harcore" PvPer/PvEer.

I dunno. I've had a hard time with using 55 in 1vs1. A friend of mine killed with his tank by waiting out the duration of SS and some well timed interrupts.

I have 2 ideas ( again , im full of ideas these days ) - So i really find the balthazar faction not fully useful and was think of making more useful and why not the pvp currency. What im meaning is that all players that pvp should earn new type victory points , and based on them there should be a pvp title which ranks up and down depending on how good ure doing ( points gained should be individual ) and when u reach certain rank u can unlock new weapon and armor model with the balthazar faction. This will make reward points useless.
My second idea is to merge RA and TA . I dont know why theres RA . Its really boring couse u dont know what players ull be grouped with and even ure good enough ull lose and wont gain anything ( this made me stop playing pvp a month ago ) and with the OP's suggestion the new arena type should have the variety of different type arena matches - 1 to 10 ppl per team would nice so u can participate in more massive battles , it can have even more different types of arenas - like free for all for 20 or more ppl ( so sweet to kill ppl around ) .

Yes! The cesual PVP needs to be made much , much , much more funnier than its now , i think it shouldve revamped long time ago , couse the actual high-end gameplay was announced to be the PVP .

The problem is how to keep PvP interesting and fun, while still allowing a wide diversity of skills and build possibilities.
Frankly, unless everyone has the same skills, runes, hp, armor, energy, etc, it's just not possible to make PvP completely fair or balanced. Is that what you really want? It'd get pretty boring if that were so...

Its normal an old player to have options for more gear upgrades than the new one. Plus GW is the only mmo that is not gear based so generally this is not a major problem, the major problem is that starting the game with a pve character makes the game much more easier to understand the basic than starting with a pvp one .

Yes it is.....only decent options for a PvE player looking to PvP are AB/Aspenwood (Quarry doesn't count cause it's always dead). AB I find extremely dull....I hate shrines. The 4v4v4 thing also bothers me a little too - it'd be nice to choose other ways to team up. Aspenwood I still visit often, but can get boring when it's the only other option for "casual" pvp.

What casuals need is more large scale pvp- like 10 men free for all arene or even 10 vs 10 . In arena where the teams are like 10 men or even more you have , you dont have that big role as in 4 vs 4 in RA

This idea is fine and all, but most of the features are pretty useless - if you wanted Nightfall-only skills, tell the people you're scrimming with to use Nightfall-only, or whatever.
The only thing missing from making Guild Wars a fun game is SEALED DECK. I would love RA-style Sealed Deck, or GvG-style Sealed Deck.

Would be great to see, kind of hard to practice GvG when you have about 50% chance of playing on your own hall map in a real battle. I like the other stuff there too. Don't give the balthazar faction/experience for it to prevent from being abused and it is a reasonable idea. Would also be nice to set up for guilds that do the tournaments.
Was never really understanding of the 100g for guest invites, but I guess it makes sense for guilds that do a lot of GvG. Would be nice to see the free invite there though. Or even just have it so that people on your friends list have access to your GH.
